Advice tendered by the Executive Condil
Council considered the supplementary report
of the Committee appointed under the provisions of No. 56 of the Regulations for H. M. Colonial Service to inquire as to the conduct of lar. F. J. Badeley, Captain Superintendent of Police, and agreed with the Committee's conclusions which were as follows:-
(a). That, whilst it was quite ready to accept the evidence of Sergeant Angus and Inspector Cordon on the subject of this written permit, the account given did not in any way show the acquiescence by Government in the occupation of the Latshed by the European Officer himself.
(b). That the Sergeants honestly thought they might themselves occupy the shed: a belief confirmed by their doing so for years without prohibition.
(c). That the result of this further enquiry did not material- -ly affect the position of the Captain Superintendent inasmuch as the abandonment of the station by the European Officer was clearly not indicated to Government so far as the Committee could ascer-
-tain.
(d). That with regard to Sir F. Lugard's visit the possibility that he was shown the arrangements and made no deprecatory comment did not really relieve the Head of the Department from the res-
-ponsibility for such arrangements: arrangements as to the faulty character of which the Committee had already expressed its views.
